Local Education and Training Boards (LETBs) introduced from 01 April 2013 subsumed Deaneries and are responsible for the education and training of health and public health workers at a regional level. There are 13 LETBs in England all governed by the umbrella body Health Education England (HEE). The East of England (EoE) LETB is called HEEoE (Health Education East of England) and covers the counties of Norfolk, Suffolk, Cambridgeshire, Bedfordshire, Hertfordshire and Essex serving a population of 5.5 million.
There are 17 acute Trusts across the region
Every hospital has an in-house training programme for the trainees. The College Tutor (CT) of the respective trust has the responsibility to deliver required education and training to the local trainees.
All doctors occupying a Specialty training post in Surgery are required to undertake at least one yearly assessment of their progress (Annual Review of Competence Progression).

There are four types of Out of Programme:
- Out of Programme Research OOPR (Time out of programme for research)
- Out of Programme Training OOPT (Time out of programme for approved clinical training)
- Out of Programme Career Break OOPC (Time out of programme for career breaks. This OOP type will not count towards the award of a CCT)
- Out of Programme Experience OOPE (Time out of programme for clinical experience in a post. This OOP type will not count towards the award of a CCT)

You may start preparing your CCT paperwork within six months of your completion of training date and you will need to contact the College for the necessary paperwork.
Please note that your completed application cannot be signed and submitted to the GMC until you have received an ARCP outcome 6 indicating completion of training.
If you are missing any ARCP outcome forms, please contact The Assessment Team Administrator at HEEoE for your specialty.
If you are currently on long term sick leave or maternity leave then you will not be required to have an ARCP or maintain your ePortfolio.
Please ensure that your Head of School and Training Programme Director are aware, and also the The Assessment Team Administrator.

Trainees are eligible to appeal ARCP outcomes 3 and 4 within ten working days of the ARCP date. A trainee can also ask for a review of an outcome 2. Please note that trainees cannot appeal outcome 5s.

Addenbrooke's is the largest hospital with links to most specialist services(e.g. Neurosurgery etc). Norfolk and Norwich is also a large teaching hospital with major head and neck and allied specialties such as Cardiothoracics and plastics departments. both have strong links to medical schools, however you will find teaching opportunities in many units.

For those of you who are new to the term, ARCP (Annual Review of Competence Progression) is a yearly event where your progress as a doctor is reviewed and a decision is made as to whether you are ready to pass on to the next year of training.
There are 3 objectives of the ARCP:
- Review evidence of the competencies you have gained over the last year and look at your progress to decide the 'OUTCOME' of your ARCP.
- Give you an opportunity to give feedback on your training over the preceding year. There will be an on-line survey to complete. This is reviewed and acted on. As a result of feedback from previous years the management training seminars have been introduced.
- Provide an opportunity for the ARCP Panel (normally 3 consultants) to give you advice on your career
You are then awarded an OUTCOME for your ARCP. Possible outcomes include;
| Outcome 1 | Satisfactory progress, able to pass onto the next stage of training. |
| Outcome 2 | Development of specific competencies required, additional training time not required. |
| Outcome 3 | Inadequate progress by the trainee, additional training time required. |
| Outcome 4 | Released from training programme with or without specified competencies. |
| Outcome 5 | Incomplete evidence presented - additional training time may be required (This is the outcome you will be given if you do not complete the minimum WPBAs, or are not able to provide a Trainers report etc and you will have two weeks to submit evidences). |
| Outcome 6 | Gained all required competencies - will be recommended as having completed the training programme and for award of a CCT or CESR. |
| Outcome 7 | For those in FTSTAs and LATs to document the competencies achieved. |
| Outcome 8 | Out of programme for research, approved clinical training or a career break. |
| Outcome 9 | Doctors undertaking top-up training in a training post. |
