Introduction to the Trust and its Services

James Paget University Hospitals NHS Foundation Trust

Based in the Eastern Region, the Trust is responsible for the provision of services to a resident population of 230,000 living in South East Norfolk and North East Suffolk. The local population, which rises in number considerably during holiday periods, occupies a coastal strip 30 miles long and 9-15 miles wide, from Winterton-on-Sea in the north to Southwold in the south.

The geographical area served contains the towns of Great Yarmouth and Lowestoft that are 10 miles apart, with small concentrations at Beccles, Bungay, Halesworth and Southwold all managed by the NHS Great Yarmouth and Waveney. The James Paget University Hospital was built in 1981, and has approximately 520 beds. It takes its name from the famous locally born surgeon, Sir James Paget, who became Surgeon Extra-Ordinary to Queen Victoria in recognition of his outstanding achievements in the field of medicine. The hospital is a well-equipped contemporary, two-storey design situated on a 40-acre green field site in Gorleston-on-Sea, equidistant between the towns of Great Yarmouth and Lowestoft.

The James Paget University Hospitals NHS Foundation Trust has a reputation locally and regionally as being well managed and has the following characteristics: - one of the highest day-case surgery rates in the country, a high level of Patients Charter compliance, including some of the shortest surgical waiting times in the country, a record of steady increases in the number of patients treated and cared for, stable finances and full compliance with Health Authority contracts and effective management of emergency admissions. This is the result of an unusual degree of synergy between clinicians and management.

The Trust was Foundation status on 1 August 2006 and has also become a University Hospital. Within the Trust patient care is delivered through a highly devolved management process that is based on a structure of clinical directorates, each of which is led by a senior consultant (who holds the title of Divisional Director).

The Divisional directors, general managers and other senior managers form the Trust's Management Team, has the responsibility for the operational management of the organisation. The Trust's management structure, which places great reliance on self-management and self-regulation, is cited regionally as an example of best practice.

As a Foundation Trust, the Hospital is run by a Board of Directors. As a unitary board, the Non Executive Directors share responsibility with the Executive Directors for ensuring the necessary financial and human resources are in place for the Trust to meets its objectives. The responsibility for the day to day running of the organisation lies with the Chief Executive and the Executive Team. The Board reports to the Governors Council on its performance, with Governors representing the Trust's 13,000+ public and staff members.

Having identified the key issues and challenges confronting the James Paget University NHS Foundation Trust, the Trust’s strategic priorities are set out:

  1. Maintaining and strengthening our core services to achieve year-on-year improvements in clinical, operational and financial performance of the acute and community services that form the backbone of our Trust. 
  2. Meeting the comprehensive needs of our high risk population. We aim to take a proactive role in managing and delivering care pathways for growing patient populations, in particular the elderly and those suffering from long term conditions. This includes working in partnership with others to address the needs of the community and support NHS Great Yarmouth and Waveney in reducing health inequalities. 
  3. Enhancing the overall experience of our patients to ensure all patients of the Trust experience high quality care in a professional environment, treated with dignity and respect. Listening to the experience of our patients will be key to further improving our services. 
  4. Being an excellent employer. We want to be recognised as an employer that is committed to the development of our staff, recruiting the most capable and dedicated employees who share our vision for excellent patient care. Clear and consistent leadership for our staff and investment in their ongoing training and development are important commitments we aim to deliver during this period.

Norwich Medical School 

The University of East Anglia (UEA) Medical School opened at the James Paget University Hospital in 2002 and in 2006 we obtained University Hospital status. This development has delivered  tremendous benefits for our patients in raising the quality of care and the profile of the Trust with its high quality of medical education, with the establishment of the Faculty of Health at the University of East Anglia and our excellent links with the Norwich Medical School here at the James Paget University Hospital.

It has highlighted the importance of the JPUH as a teaching and training centre, and the key role it plays both in developing a new generation of health professionals and continuing to develop a hospital workforce that is ‘fit for purpose’. It also gives us the opportunity to recruit the best staff to work here, providing excellent services to the people in Great Yarmouth and Waveney.

Growth & Service

Income Growth and Service Developments 

The James Paget University NHS Foundation Trust has a long-term growth agenda. It is based on an ambitious consultant expansion programme in most specialities. Since becoming a Trust in 1993, James Paget has already achieved a substantial increase consultant numbers. 

The Trust’s growth agenda is not only enabling it to extend the range of services provided to its local community, but also creating a more stimulating and creative working environment for all of the Trusts clinicians. 

Over the last seven years the Trust has been extraordinarily successful. Its total income has increased considerably, enabling the development of various units including: a new rehabilitation unit, an adolescent unit, a breast care unit, a new 10 bedded coronary care unit, a hyperbaric oxygen unit (serving the diving industry) and a 22 bedded medical admissions unit. An integrated district wide service for the care of the elderly has been developed and a day care centre for haematology/oncology patients has been established. In addition new CT and MRI scanners have been installed. 

The most recent developments include:-

  • The upgrading of the ITU/HDU and a new Endoscopy Suite. This development represents the greatest single financial input (£5.6M) since the hospital was constructed. 
  • A new Ophthalmic Theatre has just been opened. 
  • A new Dermatology Clinic has recently been completed. 
  • A new Day Case Ward has just been opened in the new build for the above two developments. 
  • The Implementation of Modern IT Systems to support clinical care including Digital Imaging, Electronic Prescribing and Integrated Care Pathways which is ongoing. 
  • The Ambulatory Care Centre Plan is in the early stages of preparation. 
  • Moving to Electronic Computer Medical Records in the next 3 years. This development has now commenced in the ITU/HDU.
Postgraduate Medical Education

Postgraduate Medical Education 

The Medical Education Centre is based at the James Paget University Hospitals NHS Foundation Trust. It is a self-contained unit with administrative support. There is a good medical reference library and dedicated teaching rooms with modern audio-visual equipment.

The centre provides a wide and varied programme to support continuing education with the local consultants and visiting specialists participating.

There is a GP Specialty Training Programme and an active teaching programme for junior staff in which most consultants participate.
